Surging at a constant speed: fuel trim, torque converter or EGR
A gentle rhythmic pulsing at a steady cruise, with your foot still. The frequency of the pulse points at which system is hunting.
Surging at a constant throttle position means a control loop is hunting: something is over-correcting, then correcting back, and the vehicle speed follows.
Which loop is hunting is identifiable from the rhythm.

Characterise it first

That last pair is the most useful split, and it takes one glance at the tachometer against the speedometer.
Torque converter lockup shudder
The most common cause on an automatic, and the most commonly misdiagnosed as an engine fault.
The lockup clutch is applied progressively — deliberately allowed to slip a controlled amount to damp engine pulsation. When the fluid’s friction properties have degraded, that controlled slip becomes a shudder.
The distinguishing test: touch the brake pedal lightly, just enough to illuminate the brake lights without slowing. That releases lockup. If the shudder stops instantly, it is the torque converter.
Fluid condition is the leading cause, and a fluid service resolves a real share of these: P0740 and P0741 torque converter clutch, P0776 and P0778 pressure control solenoid B and automatic transmission ATF diagnostics.
Fuel trim hunting
A slower surge, over a second or two, as the mixture control loop over-corrects.
Causes:
- A lazy oxygen sensor that responds too slowly, so the loop overshoots: P0133 oxygen sensor slow response.
- An intermittent vacuum leak that opens and closes with heat: P2279 intake air system leak.
- A drifting MAF sensor: P2074 MAP/MAF and throttle correlation.
- Fuel pressure fluctuating: P0087 fuel rail pressure too low.
Log short-term fuel trim. A healthy engine oscillates it in a narrow band. A hunting one swings widely, and the surge follows: fuel trim STFT and LTFT explained.
EGR
An EGR valve that opens erratically at cruise changes the mixture and the torque output rhythmically.
Light-throttle cruise is exactly the condition where EGR is most active, which is why the symptom appears there and nowhere else.
P0400 and P0403 EGR flow and P0405 and P0406 EGR sensor.
Cruise control
If it surges only with cruise control engaged, the cruise system is the cause rather than the engine.
Common on hilly roads where the system chases a target speed, and sometimes caused by a brake switch reporting intermittently: P0571 brake switch circuit and cruise control, when it helps.
Ignition
A marginal coil or plug misfiring occasionally at light load produces a rhythmic stumble.

What to log
Record these together on a steady cruise:

Sequence
- Watch RPM against speed — which one leads?
- Touch the brake lightly to release lockup.
- Try it with cruise control off if you were using it.
- Log fuel trims at a steady cruise.
- Read misfire counters.
- Check EGR position at cruise.
