Two different problems

P0400 and P0401 are flow codes. The ECU commanded flow and did not measure the expected result. The cause is usually mechanical — carbon.

P0403 is a control circuit code. The electrical path to the valve is faulty: open, shorted, or the driver has failed.

Confusing the two leads to cleaning a valve whose wiring was broken, or replacing a solenoid on a passage packed solid with carbon.

How the ECU measures flow

It does not have a flow meter. It infers.

The second row is the one that saves money. A valve that opens correctly with no airflow response means the blockage is downstream in the passages, not in the valve. Cleaning the valve alone will not fix it.

P0403 specifically

The control circuit code. Check, in order:

  1. The connector — heat and soot both attack it.
  2. Supply voltage at the valve with ignition on.
  3. Solenoid or motor resistance against specification.
  4. The harness, which runs across a hot engine.
  5. The ECU driver, last.

A valve that is mechanically seized can also draw excessive current and set a circuit code. So P0403 does not entirely rule out carbon — but it does mean the electrical side needs checking first.

Cleaning does not work when the valve motor has failed, when the seat is eroded, or when the cooler is cracked internally.

Do not remove and clean an EGR system without also addressing why it filled with carbon. If the driving pattern is unchanged, the deposits return.

What not to do

Blanking or deleting the EGR system is illegal in most markets, will fail an emissions test, and on many engines increases combustion temperature enough to cause new problems.
