P0650: MIL control circuit — when the warning lamp itself is the fault
The check engine light has its own diagnostic code, and it exists because a lamp that cannot illuminate makes every other fault invisible.
The malfunction indicator lamp is the entire user interface of the OBD system. Every emissions fault the ECU can detect is communicated to the driver through one bulb.
Which is why the system monitors the bulb.

The bulb check exists for this reason
Turn the ignition on without starting, and the check engine lamp should illuminate for a few seconds, then go out once the engine is running.
That is a deliberate self-test, and it is the single most useful thing to know about this code.

A lamp that never illuminates at key-on is a finding, not a relief.
Do not confuse that flicker with a steady rhythmic blink while driving: that blink means active misfire and a demand to stop, not a fault in the lamp circuit itself.
The used-car angle
This is the practical reason the article matters.
Removing or disabling the check engine bulb is one of the oldest ways to hide a fault on a car being sold. The lamp cannot report anything, and a casual buyer sees a clean dashboard.
The defence is thirty seconds long:
- Turn the ignition on without starting.
- Confirm the check engine lamp illuminates along with the others.
- Start the engine and confirm it goes out.
If it never came on, walk away or investigate before anything else.

What actually causes P0650
A failed bulb
On vehicles with conventional bulbs in the cluster. Cheap, and the cluster usually has to come out to reach it.
An LED or driver failure
On modern clusters the lamp is an LED driven by the cluster’s own electronics. Failure means a cluster repair rather than a bulb.
The communication path
On most vehicles the ECU does not drive the lamp directly. It sends a message over the network, and the cluster illuminates the lamp. A network fault therefore breaks the lamp without either module being faulty.
Check for communication codes alongside: U0140 and U0155 body and cluster communication.
Deliberate modification
Bulb removed, tape over the LED, or a cluster reprogrammed to suppress it. All are encountered on cars being sold.
The other half: a lamp that will not go out
The opposite complaint, and much more common.
If the lamp stays on with no codes stored, the possibilities are:
- A pending code not yet mature enough to be stored as confirmed: pending vs stored codes.
- A code in a module your tool is not reading. Generic OBD-II reads emissions codes; a lamp driven by another system needs enhanced access: scan tool limits.
- The lamp circuit shorted, which some vehicles report as P0650 too.
- A permanent DTC, which cannot be cleared and stays until the fault is genuinely fixed and verified: Mode 0A permanent DTCs.
That last one catches people out after a repair. The code is gone from the normal list and the lamp is still on, because the permanent code has not yet been cleared by the monitor running successfully.
Why not just ignore it
Because the lamp is your only warning for faults that matter.
A flashing check engine lamp means an active misfire severe enough to damage the catalytic converter within minutes. If the bulb does not work, that warning never arrives.

Step by step
- Do the key-on bulb check.
- Read all codes, including pending and permanent.
- Check for communication codes if the cluster and ECU cannot talk.
- Inspect the cluster for a removed bulb or applied tape on a used car.
- Repair the lamp before diagnosing anything else — you need the warning system working.
